Germany and South Korea have elevated their bilateral relationship to an enhanced strategic partnership, formalizing deeper defense and security cooperation in response to growing security linkages between Russia and North Korea.

Key takeaways:

At a summit in Seoul the two governments agreed to expand cooperation in defence and security, South Korean President Lee Jae-myung said, adding that they planned to conclude an agreement on the protection of classified military information.

As reported, the agreement directly targets shared security challenges across Europe and the Indo-Pacific.

The announcement comes as Western governments warn that military cooperation between Moscow and Pyongyang has deepened since Russia’s invasion of Ukraine, raising concerns that North Korea could gain advanced military technology in return for its support.

Defense-Industry Cooperation & Joint Drills:

The two nations agreed to expand defense manufacturing and supply-chain linkages, alongside plans to pursue a formal agreement on classified military information sharing and joint military exercises.

Intelligence & Personnel Training:

The pact establishes frameworks to significantly intensify intelligence sharing, bilateral and multilateral coordination, and military personnel training.

High-Tech & Economic Alignment:

Beyond traditional security, the partnership incorporates expanded frameworks for advanced emerging technologies, supply chain stability, and clean energy.

Geopolitically Bridging European and Asian Security:

The strategic pivot comes amid rising alarm over military cooperation between Moscow and Pyongyang. During the summit, Chancellor Merz explicitly warned that North Korean troop deployments and military support for Russia in Ukraine have inextricably linked European security with the security of the Korean Peninsula.

By bridging European and Indo-Pacific security architectures, both nations are signaling a unified pushback against trans-regional security threats, counterbalancing the deepening alignment between Russia and North Korea.

Since 2024, North Korea has sent more than 10,000 troops to fight alongside Russians, as well as weapons to replenish Moscow’s dwindling armoury, while gaining valuable battlefield experience, South Korea’s intelligence agency has said.

South Korea is the final stop on Merz’s week-long trip to Asia, which has also taken him to Singapore and Japan.

“The world has truly become small–even in times of war,” added Merz, who is due to visit the heavily fortified Demilitarized Zone (DMZ) dividing the two Koreas on Friday.

The announcement comes as Western governments warn that military cooperation between Moscow and Pyongyang has deepened since Russia’s invasion of Ukraine, raising concerns that North Korea could gain advanced military technology in return for its support.
