Canada-EU Summit: Carney seeks closer ties as EU drops membership offer

Prime Minister Carney and European Commission President Ursula von der Leyen are attending a two-day Canada-EU summit in Montreal.

Carney has been pivoting Canada closer to Europe due to an ongoing trade war with the United States. When the EU approved the idea of giving Canada associate membership, Trump called the idea “laughable” and threatened to impose serious tariffs on Europe if it is considered a hostile act.

In a recent development, the EU has dropped a proposal to grant Canada “associate member” status following objections from key member states, including France and Germany.

A draft summit statement obtained by POLITICO shows the 27-member bloc now favors softer language promising an “ever closer association.”

At the heart of this debate lies the resistance from Germany and the other EU nations that the term used for countries seeking full EU accession while fearing it implies preferential treatment.

Carney noted that the specific “nomenclature” does not matter as long as practical benefits are achieved.

Expected outcomes from Canada-EU summit

In the highly anticipated summit, both countries are expected to cover discussions on defence, critical minerals, trade and closer business ties. Moreover, the focus will also be on expanding student exchange opportunities.

Canada will not pay a standard EU membership fee; instead, it will fund participation in specific EU programs that offer mutual benefits.

European officials downplayed expectations for a massive immediate announcement, stating details will be sorted out over the coming months.

Canada recently signed an agreement granting its defence firms procurement access to the EU’s Security and Defence Partnership programme. The country also signed an energy deal with Germany in May for LNG shipments to Europe.

The EU–Canada Summit 2026 is taking place on October 29–30, 2026, in Montreal, Canada. It is the 21st summit between the European Union and Canada
