Supreme Court issues new practice and procedure rules for 2025

ISLAMABAD: The Supreme Court of Pakistan has released its new Practice and Procedure Rules for 2025, as approved by the Practice and Procedure Committee on May 29, 2025. Chief Justice Yahya Afridi heads the committee, which also includes Justice Mansoor Ali Shah and Justice Aminuddin.

The new rules bring major changes to how benches of judges are formed. According to the notification, the committee can hold meetings on the Chief Justice’s request, but at least two members must be present for the meeting to proceed.

Under the new guidelines, benches will be formed either monthly or every 15 days. Any change to an already formed bench will now be subject to specific conditions. The committee clarified that any change in membership or bench setup will not be considered illegal.

If the Chief Justice is unavailable or absent, a special committee can be formed to adjust the bench in case of a judge’s illness or withdrawal.

The rules also require all emergency decisions to be documented in writing, along with reasons. A copy of this notification will be kept at the office of the Supreme Court Registrar. The committee has also been granted the authority to amend the rules from time to time as needed.
