FBR makes E-Invoicing mandatory for all Sales Tax registered businesses

Starting August 1, the Federal Board of Revenue (FBR) will require every sales-tax-registered business to issue electronic invoices. This change is rolling out in phases to make Pakistan’s tax system more transparent and reliable.

Under the official notification (SRO 1413), all companies must link their billing software or hardware to the FBR’s central e-invoicing platform. You can do this through a licensed integrator or the Pakistan Revenue Automation Ltd. (PRAL) portal. Once registered, you’ll need to run system tests by the deadlines below—and then start issuing e-invoices on time.

Phase 1 (Public Ltd. Companies & Importers; Turnover > Rs 1 billion):

  • Register by August 10
  • Complete testing by August 25
  • Go live with e-invoicing on September 1

Phase 2 (Turnover Rs 100 million – Rs 1 billion):

  • Register by September 10
  • Complete testing by September 30
  • Go live on October 1

Phase 3 (Turnover < Rs 100 million):

  • Register by October 10
  • Complete testing by October 30
  • Go live on November 1

Phase 4 (All Other Sales-Tax-Registered Entities):

  • Register by November 10
  • Complete testing by November 30
  • Go live on December 1
