Army act Amendment passed: Army Chief to serve as Chief of Defence forces
Islamabad: The federal government has passed a significant Army Act amendment, introducing major changes to Pakistan’s military leadership and command structure. The bill outlines new rules for appointments, duties, and strategic commands.
Vice Chief of Army Staff Appointment:
The amendment specifies that the Vice Chief of Army Staff will perform all duties under the Army Chief’s instructions. The Chief of Defence Forces (CDF) will recommend appointments, which the federal government must approve.
Army Chief Appointment:
The Army Chief will now be appointed on the CDF’s recommendation, ensuring a more transparent and coordinated process.
Joint Chiefs of Staff Committee:
The bill abolishes the position of Chairman Joint Chiefs of Staff Committee effective November 27, 2025.
Commander National Strategic Command Appointment:
The Commander National Strategic Command will be appointed for three years based on the Prime Minister’s recommendation and consultation with the Army Chief and CDF. Reappointments or extensions will also require the Prime Minister’s approval and cannot be challenged in court.
Retirement Age and Service Term:
The Commander National Strategic Command will not be subject to standard retirement age or service limits and will continue serving in the Pakistan Army.
Responsibilities in Multi-Domain Areas:
The federal government will define the responsibilities of the Army Chief (CDF), but their authority in multi-domain areas cannot be restricted.
Promotion to Field Marshal:
If a general is promoted to Field Marshal, they will perform duties under Subsection Two of the amendment.
Chief of Defence Forces Term:
The CDF’s term starts from their official notification, and they will serve as the Army Chief during their tenure.
This amendment reshapes Pakistan’s military leadership, consolidating the role of the Army Chief while introducing clearer rules for appointments, strategic commands, and service terms.
